Yes! Rahul Gandhi comes second in this list and he has an undergraduate degree from Harvard University and M.Phil, Cambridge University.
3. Dr. Shashi Tharoor
Shashi Tharoor under graduated with an arts degree in history from the St. Stephen’s College, Delhi and has completed his Ph.D. at age of 12 and MA in Law and Diplomacy from the Tufts University.
4. Akhilesh Yadav
Akhilesh Yadav under graduated from JSS Science and Technology University with a degree in Civil Environmental Engineering and from the University of Sydney, Australia he completed his master’s in Civil Environmental Engineering.
5. Jyotiraditya Rao Scindia
Jyotiraditya Rao Scindia completed graduation from Harvard University with a degree in economics and from Stanford University Scindia completed MBA.
6. Sachin Pilot
Sachin Pilot under graduated with a BA degree from St. Stephens College, Diploma course from IMT Ghaziabad in marketing and completed MBA from the Wharton School of the University of Pennsylvania, Philadelphia, USA.

Arun Jaitley appears on the ninth position as he completed his graduation from Shri Ram College of Commerce and got his LLB degree from Faculty of Law, University of Delhi.
10. Ram Nath Kovind
He passed his exam for IAS in a single attempt and also has a degree in LLB from the DAV college.
