How Assam is dealing with social media dissent against CAA: Official orders, ‘polite’ calls

A letter from the government’s primary education department warns of ‘disciplinary action’ for ‘political activities’ on social media.


On December 11, Guwahati – which houses Assam’s political capital, Dispur – witnessed remarkable scenes as protesters against the Citizenship Amendment Act laid siege to the city. One of the most enduring images of the day was of state government employees, amassed behind barricades meant to protect the state secretariat, joining protesters on the other side with “Go back BJP” and “Beware BJP” slogans.

As the protests swelled over the subsequent weeks, with lakhs of people across the state hitting the streets, state government employees joined in again. On December 18, they observed a cease-work protest. Offices across the state that day stayed saw scant attendance, bringing the state administration to a near complete halt.

The government, pushed into a corner, took a conciliatory tone. It announced that it would not cut any absent employee’s salary. Instead, their absence would be adjusted against their quota of annual casual leave. State Finance Minister Himanta Biswa Sarma reiterated as much in a news conference: the government was alright with employees agitating so long as they did not participate in protests organised by political parties and it did not interfere with their jobs.

Yet, over the last couple of days, there have been signs that the government may not be accommodating of dissent, after all.

An order and a suspension


In an official communication dated December 24, seen by Scroll.in, a government department cautioned employees against taking political stands on social media. In the order, issued by the state’s elementary education department, employees were warned there would be disciplinary action against those “indulging and participating in political activities” on social media platforms like Facebook, Twitter, WhatsApp and Instagram”.

This was followed up by the suspension of a government school teacher in Assam’s Jorhat district on December 26 for allegedly participating in protests against the Act, which makes undocumented non-Muslim migrants from India’s eastern neighbour eligible for Indian citizenship along with those from Pakistan and Afghanistan.


Calls from the ‘top’

That is not all. Apart from these formal actions, Scroll.in has learnt from various government employees that “select” people associated with institutions affiliated to the state government have been “told through various channels” to refrain from making public comments on the Act.

In some cases, calls have come straight from the chief minister’s office. In one case, a senior professor associated with an eminent educational institute of the state was told to not participate in public meetings critical of the Act. This was communicated to the professor by the institute’s vice chancellor, VC who, in turn, had received a call from the top echelons of the state government. “All of this was obviously very politely communicated to me,” said the professor.

A climate of fear:


With word spreading about these developments, many people previously critical of the Act and the government are now treading with caution. “When these kinds of things happen, you tend to be careful yourself and exercise self-censorship,” said a person who teaches at a college affiliated to Guwahati University. “When that elementary education order came out, I went to my Facebook timeline to check if I had written anything in the past few days, although, that order doesn’t technically apply to us.”

Another senior professor at a state university said it was natural for there to be fear, given the current government’s history of cracking down on dissent on social media. “This is a retributive government, which is capable of anything,” said the professor. “Once you are targeted you can be turned in for the flimsiest of reasons. Just look at what they are doing to Akhil Gogoi.”

Activist Gogoi was booked under Section 120 B (punishment of criminal conspiracy), 124 A (sedition), 153 A (unlawful association) and 153 B (imputations, assertions prejudicial to national-integration) of the Indian Penal Code and Section 18/39 (punishment for conspiracy) of the Unlawful Activities Prevention Act for his alleged role in the current protests.

‘The personal is political’

But employee unions are pushing back against the government gag order. “The government is trying to suppress our voices and that is injustice,” said Basav Kalita, president the of Sadau Asom Karmachari Parishad, the apex employee union in the state, with 4,50,000 members. “We don’t support calls for violence, but the democratic rights of free speech should not be curtailed.”

The Parishad is now planning a “black day” protest against the government’s actions on December 31. “All government employees will protest wearing black clothes to mark the end of what has been a black year – the year when the Citizenship Amendment Act was enacted,” said Kalita.



The participation of government workers in mass agitations against the government is not a new phenomenon in Assam. Employees participated openly and in large numbers during the anti-foreigner movement that rocked the state between 1979-85. In 1983, as the Centre held elections in the midst of the agitation, state employees refused to cooperate, forcing the government to bring in officials from other states.

Dipen Sarma, general secretary of the All Assam English-Medium Middle Education Teachers’ Association, said the social media gag order amounted to curbing people’s democratic rights. “We are not part of any political party, but why can’t we express our personal opinions beyond our work hours?” he asked. “And the personal is political in today’s world.”

New Zealand stunned India to reach their second successive World Cup final as they survived Ravindra Jadeja's late heroics to clinch a thrilling 18-run win at Old Trafford on Wednesday.

Two-time world champions India lost key batsmen Rohit Sharma, Virat Kohli and KL Rahul for just one run each.

They slumped to five for three in pursuit of a target of 240 and were 24 for four when Dinesh Karthik was out.

India, one of the pre-tournament favourites, were all but beaten at 92 for six when Jadeja came in to bat alongside MS Dhoni.

The pair gave India hope during a World Cup record seventh-wicket stand of 116, all-rounder Jadeja boldly leading the way with 77.

Jadeja hit well-struck sixes off both Jimmy Neesham and left-arm spinner Mitchell Santner during a 39-ball fifty.

With 10 overs left, India were 150 for six and needing a further 90 runs off the final 60 balls of the innings.

Jadeja got them closer with a superb straight six off fast bowler Lockie Ferguson and, with five overs left, the target was down to 52.

But left-hander Jadeja's 59-ball innings, featuring four fours and four sixes, ended when he skyed Boult to New Zealand captain Kane Williamson.

The match finished with three balls to spare when Chahal edged to wicketkeeper Tom Latham, a review confirming his dismissal and New Zealand's shock victory.

ICC announces latest players rankings before world cup! Let's see who is leading

Virat Kohli and Jasprit Bumrah continue to reign supreme in ICC ODI rankings; De Kock and Cummins gain big.


Indian skipper Virat Kohli has continued his dominance at the top of the recently released ICC ODI batsman rankings. Despite the fact, Kohli-led Indian team lost the 5-match ODI series against Australia; he was the top-scorer for and also scored two back-to-back centuries. Kohli was in amazing form in the Nagpur and Ranchi one-day matches, as his 40th ODI century helped the Indian team beat Australia on a tricky pitch. At Ranchi, however, Kohli’s century went in vain as India lost the match in a tough chase.

Virat Kohli and Rohit Sharma lead the ICC ODI batsman rankings.


Virat kept his no.1 spot in the ICC ODI batsmen rankings with 890 points to his name. India opener Rohit Sharma also keeps his no.2 spot in the ranking with 839 points, despite a luke-warm outing against Australia in the recent series.

New Zealand’s Ross Taylor is at the no.3 spot with 830 points. However, the rankings saw South Africa’s wicketkeeper and opener Quinton de Kock slingshot his way to a no.4 spot with 801 points. The South African wicketkeeper-batsman scored 353 runs, including a hundred and three fifties, in the five-match ODI series against Sri Lanka.

South Africa skipper Faf du Plessis moved to the no.5 spot with 272 runs to his name in the ODI series against Sri Lanka, where he was the second highest run-getter behind De Kock. The biggest jump in the rankings was made by Martin Guptill, who jumped ten places to make it to the ninth spot following his performance in the three-match ODI series against Bangladesh.

Jasprit Bumrah continues to reign supreme at no.1 in ODIs.


Jasprit Bumrah is still the number one ranked ODI bowler in latest ICC rankings. He has 774 points in the ICC ODI Bowlers rankings. Jasprit Bumrah picked 7 wickets in the recently concluded ODI series against Australia.

New Zealand’s Trent Boult comes in at the no.2 spot with 759 points to his name and Afghanistan’s leg-spinner Rashid Khan is at number three in the rankings with 747 points. Imran Tahir, who played his last ODI series in front of the South African crowd, was the top wicket-taker against Sri Lanka with nine wickets to his name. Rabada shared the second spot (8 wickets) with the fellow pacers Lungi Ngidi and Anrich Nortje.

Australian Pat Cummins moved up 13 places to the seventh spot with 681 points to his name in the rankings. He was the highest wicket-taker for Australia in the ODI series against India with 14 wickets.

India and England continue to occupy the top two spots in rankings with England at no.1 with 123 points and India at no.2 with 120 points, despite England drawing the ODI series against West Indies and India losing its ODI series to Australia.

“Aamir Khan says on his birthday, “He won’t promote PM Modi’s Party in 2019 elections”!

   Aamir Khan was last seen on the big screen in Thugs of Hindostan. He loves to celebrate his special day with his fans and media. He celebrated his 54th birthday wherein he cut a delicious birthday cake with wife Kiran Rao and media at his residence in Bandra.

Aamir has an awesome message for people on his big day and talking about his birthday wish, Aamir said, “Since it’s the election year, I wish the people of India, the biggest democracy should go and vote. They should all vote and make the elections a success.”

Very recently, Prime Minister Narendra Modi urged Bollywood celebrities including Aamir to inspire people to set a record-breaking high voter turnout for this coming election 2019. When asked if he will promote Bharatiya Janta Party this election, Aamir said, “No, I don’t promote any political party.”

Aamir urged the election commission to provide the resources for people working and staying abroad to cast their vote. He said, “There are a lot of people who live/work outside of India and wish to vote, but they can’t. Or many people who are unwell and can’t reach the ballot, the election commission should think of a solution for those people, as they deserve the opportunity. I don’t know what the solution is but we should think of them.”

With only less than a month to go for three-phase voting, Aamir asked the first-time voters to think twice before casting their vote. “I can’t tell people how or whom they should vote for, but I can tell to look for their mudda (cause). What is that one thing that matters to them the most and then if the person in their constituency matches that, please go ahead and vote.”

Days after Pulwama attack, 2500 Kashmiri youth turn up for Army recruitment drive in Baramulla!

     The development suggests that the youth of the Valley are ready to take the mantle following the February 14 Pulwama terror attack in over 40 CRPF personnel were martyred after a suicide bomber rammed his vehicle into their convoy which was moving from Jammu to Srinagar in Lethpora area of Pulwama district in South Kashmir.


As tensions refuse to abate following the barbarous Pulwama terror attack on February 15, a new development has given rise to fresh hope in Kashmir.

On Tuesday, about 2,500 Kashmiri youth took part in a recruitment drive by the Indian Army in Baramulla in Jammu and Kashmir for 111 vacancies.

The record turnout betrays the usual propaganda against Kashmiri youth one comes across on social media platforms. The development suggests that the youth of the Valley are ready to take the mantle following the February 14 Pulwama terror attack in which over 40 CRPF personnel were martyred after a suicide bomber rammed his vehicle into their convoy which was moving from Jammu to Srinagar in Lethpora area of Pulwama district in South Kashmir. Pakistan-based terror organization Jaish-e-Mohammad (JeM) had taken the responsibility of the attack.

"Entering the Army gives us a chance to serve the nation and helps protect the families and look after them as there are barely any employment opportunities in Kashmir," one of the Army aspirants told ANI.

If Kashmiri security personnel are deployed in the sensitive areas in the valley then they can hold dialogue with the local people and easily deal with the crisis, the applicant further said.

The development comes in stark contrast to recent reports of harassment of Kashmiri students in various parts of India post the Pulwama terror attack. Over 300 Kashmiri students staying in different states of the country are now returning to their home because of the attacks and threats, reports have said.

Post this, the Advisor to Governor, Khurshid Ahmed Ganai and Vijay Kumar on Sunday took the lead to review the safety and security of the students belonging to Jammu and Kashmir staying in various states of the country.

Both Kumar and Ganai have are in touch with the concerned authorities constantly in different parts of the country that includes the DGPs; the two are also in touch with Union Ministry of Home Affairs (MHA) as well.

They have assured the students of security and said that the helplines are available so that students and parents can easily register their queries and help will be provided in real time.
